Members of a Red Deer outlaw motorcycle club have been charged with drug trafficking offences following a lengthy ALERT investigation called Project Rocker.
The two-year investigation by ALERT Red Deer’s organized crime team looked into suspected drug trafficking activities in the Red Deer area by the Syndicate outlaw motorcycle club. Syndicate is a support club of the Hells Angels.
Two Syndicate members and one associate face charges.
“Support clubs are typically used to carry lower-level out dirty work for the Hell’s Angels. There are a number of support clubs spread throughout the province and there are six Hells Angels clubs currently operating in Alberta,” said ALERT Insp. Sean Boser at a press conference at the downtown Red Deer RCMP detachment.
He said ALERT alleges that the status of Casey Chapin, one of the Syndicate members charged, was expanding. He was prospecting for the Nomads chapter of the Hells Angels based in Red Deer.
Project Rocker wrapped up on April 30 and an estimated $350,000 worth of drugs was seized, along with firearms, motorcycles and cash.
Three Red Deer homes were searched and the following items seized:
- three kilograms of cocaine
- nine kilograms of a cocaine buffing agent
- 2.8 kilograms of cannabis
- a handgun
- an SKS rifle
- four vehicles
- $78,794 cash proceeds of crime
“As you can see based on the seizures here, and just the impact it has on the individuals that were part of this group and on the community of Red Deer as well too, I think it’s a significant impact,” Boser said.
A money counter that was seized had a sticker featuring Calvin, of comic Calvin and Hobbes, peeing on the word ALERT.
Boser said the sticker proved ALERT members are doing their job.
“To be honest with you it’s a compliment that they’re concerned about ALERT, that we’re on their minds.”

Casey Chapin and Joel Befus, both full-patch members of the support club, were charged with conspiracy to traffic cocaine, along with a range of other offences. Bailey Chapin, a 29-year-old woman, was also charged.
Casey Chapin, 33, was charged with conspiracy to traffic a controlled substance, possession of a controlled substance for the purpose of trafficking, money laundering; possession of proceeds of crime, possession of proceeds of crime for the purpose of trafficking, and six firearms-related offences.
Joel Befus, 32, was charged with conspiracy to traffic a controlled substance, and possession of a controlled substance for the purpose of trafficking.
Bailey Chapin, 29, was charged with possession of proceeds of crime, and five firearms-related offences.
Both Casey and Bailey Chapin were released on bail after their initial court appearances. Befus was also released on bail with numerous conditions.
ALERT (Alberta Law Enforcement Response Teams) received assistance from Red Deer RCMP, Innisfail RCMP, and Alberta Sheriffs surveillance team.
